Pennsylvania takes care of its educators, and the state’s public school system is among the nation’s best. A robust and growing budget (it hit an all-time high of $14.7 billion in 2022-23) … a rising number of jobs in administration (between 1999-2000 to 2020-21, administrators, coordinators, and other professional staff grew by 38.5%) … and per-pupil spending that ranks it among the top states in the nation ($19,900 per student as of 2020-21, which ranked it eighth in the nation) are just a few of the reasons why it just makes good sense to take your career in education to the next level in the Keystone State.
There’s plenty of room to grow here, for sure, so there may be no better time than now to transition from the classroom and into education administration and leadership. Your enthusiasm and dedication to your craft hasn’t gone unnoticed, and transitioning to a building- or district-level position as a principal or superintendent is a natural progression as you look for new and exciting ways to make a difference in Pennsylvania’s public school system.
And there’s more good news. A growing number of colleges and universities now offer master’s, educational specialist, and doctoral degrees in education leadership and administration. Whether you hold a bachelor’s or master’s degree, you’ll find a wealth of master’s, EdS, doctorate and post-master’s certificate programs in educational leadership that will help you prepare to become a principal or superintendent in Pennsylvania.
How to Become a Principal in Pennsylvania – School-level Educational Leadership
You’ll need to add a Principal PK-12 Certificate to your current certificate (teacher, guidance counselor, librarian, etc.) through the Pennsylvania Department of Education’s Division of Certification Services to become a principal in Pennsylvania.
You’ll also need at least three years of relevant professional experience, which the PA Department of Education refers to as “professional experience in an educational setting that is related to the instructional process.”
Once you meet these requirements, you can begin taking the necessary steps to become a principal in Pennsylvania.
Step 1. Complete a Pennsylvania-Approved, Graduate-Level Principal Certification Program
To qualify for the Principal PK-12 Certificate in Pennsylvania, you’ll need to complete a Pennsylvania-approved, graduate-level, principal certification program. These programs are often delivered within a master’s, educational specialist, or doctorate degree in educational administration or leadership, thereby allowing you to simultaneously earn your graduate degree and the coursework and practical experience requirements necessary for principal certification. There are many state colleges and universities that offer these programs, which are often designed as:
- MSEd in School Leadership
- MA in Educational Administration
- MEd in Educational Leadership
- EdD in Educational Leadership and Administration
If you already have a minimum of a master’s degree, you may also choose to complete a Pennsylvania principal certification program. These stand-alone, year-long programs feature about 18 credits and an embedded internship/practicum. Many times, you can then transfer some or all of the credits earned in these programs toward an educational specialist or doctorate degree. The PA Department of Education also recognizes out-of-state programs that are equivalent to state programs.
You’ll need to earn a minimum GPA of 3.0 in your graduate degree or post-master’s certificate program to qualify for principal certification in Pennsylvania.
Step 2. Take and Pass the School Leaders Licensure Assessment (SLLA)
Educational Testing Service (ETS) develops and produces the School Leadership Series Assessments. The School Leaders Licensure Assessment will test your knowledge on the following topics:
- Strategic leadership
- Instructional leadership
- Climate and cultural leadership
- Ethical leadership
- Organizational leadership
- Community engagement leadership
You can take this exam online or at a Prometric testing center near you.
Step 3. Add a Principal PK-12 Certificate to Your Current Pennsylvania Certificate
You’ll apply for a Principal PK-12 Certificate by logging into the Teacher Information Management System (TIMS) and adding it to your current PA certificate.
You’ll choose the following credential type: Administrative Certificates Administrative I (Principal) – Type Code 75. You’ll be able to upload all required documents and pay the application fee through TIMS.
Step 4. Maintain Your Pennsylvania Principal Certificate
You’ll need to complete at least 180 hours of Act 45/PA Inspired Leadership (PIL) program continuing professional education every five years to maintain your Pennsylvania principal certificate.
The PIL Program is a statewide, standards-based, continuing professional education program for school and system leaders. Head to the PIL Program website to learn more about specific continuing education requirements and to enroll in approved courses.
You’ll also need to complete the Principal Induction program within the first five years of your service as a principal or vice principal in Pennsylvania. This program addresses three core PA leadership standards:
- The leader has the knowledge and skills to think and plan strategically, creating an organizational vision around personalized student success.
- The leader has an understanding of standards-based systems theory and design and the ability to transfer that knowledge to the leader's job as the architect of standards-based reform in the school.
- The leader has the ability to access and use appropriate data to inform decision-making at all levels of the system.
The Principal Induction program consists of the following courses that you can take at one or more regional sites throughout the year:

School Principal Salary and Jobs in Pennsylvania
According to the Bureau of Labor Statistics (BLS), principals in Pennsylvania earned a median salary of $99,210 as of May 2021, while the top earners in the profession – likely those with the most experience – earned about $124,950 at this time.
Among the state’s metro areas, the Philadelphia metro area reported the highest median salary for principals, at $124,700, followed by the York-Hanover metro area, which reported a median salary of $106,500.
Both the Philadelphia and the Pittsburgh metro areas reported some of the highest average salaries for principals as of May 2021, at $129,260 and $125,090, respectively.
How to Become a Superintendent in Pennsylvania – District-Level Educational Leadership
Superintendents in Pennsylvania are commissioned officers in public schools. To become a superintendent or assistant superintendent in Pennsylvania, you’ll need to earn a Superintendent Letter of Eligibility through the Pennsylvania Department of Education’s Division of Certification Services.
But before you can begin completing the steps to become a superintendent in Pennsylvania, you’ll need to have a minimum of a bachelor’s degree and at least six years of satisfactory school experience, at least three of which must be in a supervisory or administrative capacity. Once you’ve met these requirements, you can begin working toward becoming a superintendent in Pennsylvania.
Step 1. Complete a Pennsylvania-Approved, Graduate-Level Superintendent Certification Program
To become a superintendent in Pennsylvania, you’ll need to complete a state-approved, graduate-level superintendent certification program (or an out-of-state equivalent) that includes an embedded internship/practicum. You must graduate with the minimum GPA of 3.0.
These programs, which may be part of a master’s, educational specialist, or doctoral degree, meet the qualifications for the Superintendent Letter of Eligibility. These programs are often designed as:
- EdS Educational Leadership
- MEd in Educational Leadership
- EdD in in Educational Leadership with Superintendent Certification
- EdD in Educational Leadership and Administration
If you already have a master’s degree or above, you may complete a stand-alone certificate program. These graduate certificate programs, which are usually called Superintendent PK-12 Letter of Eligibility programs, feature between 18 and 21 credits on the following topics:
- School District Governance
- Ethics and the Law
- District Resource Management
- Instructional Leadership
- Leading Inclusive Learning Systems
Both graduate degrees and graduate certificate programs include a 360-hour field experience requirement. Many graduate certificate programs offer students the option of transferring the credits earned through the program to an educational specialist or doctoral degree.
Step 2. Take and Pass the School Superintendent Assessment
Educational Testing Service (ETS) develops and produces the School Superintendent Assessment (6991). The School Superintendent Assessment will test your knowledge on the following topics:
- Strategic Leadership
- Instructional Leadership
- Climate and Cultural Leadership
- Ethical and Policy Leadership
- Organizational Leadership
- Community Leadership
- Integrated Knowledge and Understanding (Case Study)

Step 3. Apply for a Superintendent Letter of Eligibility (90)
You’ll apply for a Superintendent Letter of Eligibility by logging into the Teacher Information Management System (TIMS).
You’ll choose the following credential type: Letter of Eligibility (Superintendent, IU Executive Director) – Type Code 90. You’ll be able to upload all required documents and pay the application fee through TIMS.
Step 4. Maintain Your Superintendent Letter of Eligibility

In 2016, the Pennsylvania Department of Education also launched the Superintendent Academy, which is a two-year professional development program created for school leaders. This program features research-based, executive-level professional development that satisfies Act 45 PIL Program hours.
Superintendent Salary and Jobs in Pennsylvania
According to the BLS, superintendents in Pennsylvania earned about $130,930 as of May 2021. The Philadelphia metro area came out on top for its average pay of superintendents during this time, at $158,450, followed by:
- Allentown-Bethlehem: $130,930
- York: $130,040
- Harrisburg-Carlisle: $127,470
- Pittsburgh: $127,110
Educational Leadership Degree Options in Pennsylvania: EdS, Doctorate, and Master’s in Educational Leadership
In the ten years leading up to 2030, the number of Pennsylvania educational leaders and administrators is projected to increase by about 10.7%, rising from 1,310 education administrators in 2020 to 1,450 by 2030. The state should see about 110 job openings annually among superintendents and principals during this time due to a blend of new job growth, retirements, and natural job turnover.
