While there has been good progress in the state of Illinois’ K-12 education recently, there is still plenty of room for improvement.

How to Become a Principal in Illinois – School-level Educational Leadership
You already have a Professional Educator License (PEL). You’re experienced, with at least four years under your belt as a teacher. And you have at least a master’s degree.
Inevitably, the thought of adding a principal endorsement onto your current PEL will cross your mind.
Step 1. Fulfill the Education Requirement
Education is the main obstacle standing between you and adding a principal endorsement onto your PEL.
Illinois requires you to complete at least 24 hours of coursework designed to prepare you for a principal endorsement, and this graduate-level coursework must be approved by the Illinois State Board of Education (ISBE). Right now there are 28 schools in Illinois that offer ISBE-approved principal endorsement programs.
This coursework can typically be combined with a master’s or doctoral degree, resulting in credentials like:
- MS.Ed in Educational Administration
- Ed.S in Educational Administration
- Master’s in Educational Administration and Foundations
- Ed.D in Educational Leadership and Administration
Step 2. Fulfill the Examination Requirement
The Illinois Licensure Testing System (ILTS) hosts the tests you must pass to become a principal: Principal as Instructional Leader (195 and 196). Each sub-test, 195 and 196, has four hours allocated for its completion. You can register online for these exams year-round.
Content covered on sub-test 195 covers topic areas related to:
- Collaborative data-driven planning and decision making
- Assessment and accountability systems

- Instructional leadership, effective teaching and learning, and research-supported practices

Content covered on sub-test 196 covers subjects like:

Step 3. Submit a Principal Endorsement Application
Once you meet these requirements you can submit a principal endorsement application online through your Educator Licensure Information System (ELIS) account.
The school where you completed your qualifying principal education needs to send your transcripts to the ISBE.
You also need to have the schools where you’ve completed at least four years of teaching experience fill out a Verification of Teaching Experience form, and include this with your principal endorsement application to the ISBE.

How to Become a Superintendent in Illinois – District-Level Educational Leadership
Becoming a superintendent is the next progressive step for administrative leaders in Illinois. The requirements for adding a superintendent endorsement onto your PEL encompass all those of becoming a principal and then some; it means meeting specific experience, education, and exam requirements.
Once you add this endorsement to your PEL you can serve as a superintendent or an assistant superintendent.
Step 1. Fulfill the Experience Requirement
To add a superintendent endorsement onto your PEL you must have two years of experience as a full-time principal, or equivalent experience in a position such as:
- General administrative position
- Director of special education
- Chief school business official
Step 2. Fulfill the Education Requirement
You’ll need to complete a qualifying graduate-level superintendent preparation program. Currently there are 18 schools in Illinois that offer ISBE-approved superintendent endorsement programs, and these are a minimum of 24 semester credits in length.
You can often count your 24 credits towards a master’s or doctoral program in educational leadership and earn credentials like an M.Ed or Ed.S in Educational Administration and Leadership.
Topics covered in your superintendent preparation program include:
- Research in educational administration
- Support systems
- Education law
- Leadership theory and practice
- Budgeting and finance
Step 3. Fulfill the Exam Requirement
The Illinois Licensure Testing System (ILTS) hosts the Superintendent 225 exam that you must pass to become a superintendent. You have three hours and forty-five minutes allocated to complete this exam, and test dates are offered year-round.
